A discussion document containing proposals for a national sports charter and scorecard has been circulated amongst key stakeholders for input.
This is according to a written response to questions posed in Parliament.
Also with stakeholders is a document on transformation perspectives tabled during a recent national sport and recreation indaba.
“Seventeen years in(to)our democratic dispensation, South African sport is still faced with a huge backlog in terms of transformation; our national teams are still predominantly unrepresentative, distribution of facilities is still skewed and access not open to all,” sport and recreation minister Fikile Mbalula said during a closing address to delegates at the indaba.
“This gathering commits itself to rid(ding) ... South African sport ... of all the ills that hinder change, especially the reluctance of some sport administrators and sport leadership to total transformation, as well as systemic gate keeping in relation to access to facilities and (the) upward mobility of our athletes and players,” he continued.
“We are not prepared to preside over a system that was designed to denigrate and deny the majority access to facilities and broadened participation at all levels and spheres.”
A national sport and recreation plan was adopted during the two-day indaba.
According to the written response communicated in Parliament, amongst other things the proposed charter and scorecard will be used to measure and monitor progress with “transformation matters” in all sports federations.
It is anticipated that the charter and scorecard will be adopted and implemented during the 2012/2013 financial year, 2011/12 having focused on the consultation process.
In September 2010, a draft white paper on sport and recreation was published on the department’s website for comment. At the time, the white paper was expected to have been finalised during the first quarter of 2011.
