UNDER SECTION 65 OF THE NATIONAL PORTS ACT 12 of 2005
    
    Pursuant to the provisions of the National Ports Act No. 12 of 2005
("the Act"), the Transnet National Ports Authority ("the Authority") is
required to invite terminal operators who operated a port terminal at the
time of commencement of the Act (26 November 2006) within South African
commercial ports, to apply for a terminal operator licence, to be issued in
