The presidential review committee on state-owned entities (SOEs) has invited members of the public, role players and stakeholders to make submissions that will contribute to the review process.
The review committee was established in acknowledgement of the need to strengthen the role of SOEs so that they respond to a clearly defined public mandate and support government aspirations for a developmental state.
According to the media statement concerned, the broad objectives of the review are to:
· define what constitutes a state-owned entity in the context of the political and socio-economic imperatives of transformation and development;
· explore the potential for SOEs to contribute towards human capital development, particularly in respect of scarce skills;
· explore viable shareholder and governance models for SOEs, taking into account the need for an enabling legislative and regulatory framework;
· with this in mind, to examine reporting and accounting practices and standards;
· propose sustainable SOE business models that strike a balance between commercial, developmental and shareholder objectives;
· propose appropriate policies and a strategic framework regarding board recruitment, performance and remuneration;
· explore options for collaboration between government ministries and SOEs; and
· consider proposals for the strategic management and operational effectiveness of SOEs.
Submissions should address broad or specific operational issues, challenges and distortions and should focus on responding to the following questions:
· is the SOE concerned currently viable, effective, and adding value to development and transformation;
· is it likely to do so in future;
· if not, what needs to be done;
· is the governance and ownership model appropriate for effective delivery;
· if not, how can this be improved;
· does existing policy and legislation enable SOEs to be effective in their delivery;
· if not, how can this be improved;
· is the mandate and agenda for SOEs clearly articulated;
· is it sufficiently aligned with the state’s development and transformation plans; and
· if not, how could this be improved?
Submissions should reach the review committee on or before Friday, 31 July 2011.
