Mining Charter on Track

The Mining Charter will be published in the Government Gazette in June 2018.

The mineral resources minister, Gwede Mantashe, announced this while delivering his department’s budget vote speech in parliament.

The minister added that consultations on the Charter have been held in five provinces containing mining and labour-sending areas.

“We have also established a task team, comprising all social partners, to develop a coherent vision for a competitive and sustainable industry.”

In 2018, the mineral resources department will seek a proclamation to bring the outstanding provisions of the Geoscience Amendment Act into effect.

The department was also reviewing the Housing and Living Conditions Standards.

“The review seeks to address the historic and systematic policies of discrimination and marginalisation of mineworkers in terms of their working, housing and living conditions, and to provide for the progressive realisation and protection of their basic constitutional right to human dignity through provision of adequate access to housing, better living conditions and related amenities.”

The minister also called on parliament to fast-track the processing of the Mineral and Petroleum Resources Development Amendment Bill as it is “key in entrenching regulatory and policy certainty necessary for investment, thereby attainment of sustainable growth, development and transformation in the sector.”

As regards shale gas, the department planned to expedite the “finalisation of Exploration Rights applications so that South Africa can maximise its chances of reaping the benefits from shale gas exploration and exploitation.”

The department will soon call for comment from stakeholders on three shale gas applications currently before the department.

Meanwhile, the Mining Qualifications Authority has invited nominations of candidates to serve on its board.

Successful candidates will serve from 1 October 2018 until 30 September 2021.

Nominations are invited until 11 June 2018.
