Human settlements minister Tokyo Sexwale will use Estate Agency Affairs Act 112 of 1976 to “fasttrack de-racialism” in residential areas.

He made this remark during a 2012/13 budget vote speech in the national assembly.

The department of human settlements plans to launch its new mortgage default insurance scheme (MDI) and revised finance-linked individual subsidy programme (FLISP) on 1 April 2012.

The parliamentary portfolio committee on human settlements has presented a second draft of the Rental Housing Amendment Bill to members of the national assembly.

According to an 8 March 2012 parliamentary report on bills and other matters before committees of the national assembly, public hearings on the redrafted amendment bill have been scheduled for 24 and 25 April 2012.

The portfolio committee on human settlements has decided to redraft the Rental Housing Amendment Bill.

In a statement released by the committee, the chairperson, Ms Nomhle Dambuza, confirms that the decision was taken in conjunction with the human settlements department and the state law advisor.

The Rental Housing Amendment Bill, 2011 has been tabled in Parliament.

According to an explanatory memorandum on the objects of the bill, it seeks to amend sections 7 of the principal statute, Rental Housing Act 50 of 1999, “in order to render the establishment of rental housing tribunals in every province mandatory”.

The department of human settlements is in the process of revising the white paper on basic household sanitation.

According to human settlements minister Tokyo Sexwale, the white paper’s “primarily rural focus” offers “limited guidance” to municipalities in their efforts to address sanitation delivery in other types of settlements.

The parliamentary portfolio committee on human settlements is holding public hearings on draft amendments to Rental Housing Act 50 of 1999.

According to an explanatory memorandum on the objects of a draft amendment bill published on 23 July 2010 for comment, its principal aim was to make mandatory the establishment of rental housing tribunals in every province − and rental housing information offices in every local authority.
