onmental Affairs, hereby levy, in terms of the authority vested in me
by section 11 of the Water Research Act, 1971 (Act No. 34 of 1971), the
following rates and charges:
    
    (a) Four hundred and forty nine cents (449c) in respect of each hectare
        of land of which the water use is permissible during the 2011/2012
        water year in terms of section 22(1)(a)(ii) of the National Water
        Act, 1998 (Act No. 36 of 1998), or in respect of which an allocation
