The South African Council for the Project and Construction Management Professions (SACPCMP) has published for comment guidelines for registering construction mentors.
Established under Project and Construction Management Professions Act 48 of 2000, the SACPCMP is proposing that construction mentors should be included in the categories of professionals and candidates specified in terms of Section 18(c) of the act.
Their proposal can be found in notice 8 of Government Gazette 34989 dated 30 January 2012.
The deadline for written submissions is 17 February 2012.
According to the notice, the proposal outlines the criteria and requirements with which an individual seeking to register as a construction mentor should comply.
Its purpose is to regulate the construction mentorship profession “thereby protecting emerging and smaller contractors from unscrupulous actions, and ensuring the progressive development of this vulnerable group”.
Currently, construction mentors are appointed in one of two ways:
• the contractor appoints a construction mentor directly to develop the contractor’s skills; or
• a financier or employer appoints a construction mentor either directly, or through the contractor, “to mitigate the risk on a project and to develop the contractor’s skills”.
The proposed definition of a “professional construction mentor” is a “built environment professional with at least ten years experience … who has been assessed by the SACPCMP … as competent to provide mentorship services”.
