NQF Level 1 Assessment Process: Proposed Regulations Published for Comment

Proposed regulations for the national qualifications framework (NQF) level one assessment process have been published for comment.

They can be found in notice 79 of Government Gazette 34988 dated 30 January 2012, with the deadline for submissions set at 30 days from that date.

According to the notice, NQF level one is offered to adults “who have not had any formal schooling or who may not have completed formal general education to the equivalence of NQF level one, which provides access to qualifications on NQF level two and further”.

The legislative framework within which the proposed regulations were developed includes:

•    Adult Education and Training (AET) Act 52 of 2000;
•    National Qualifications Framework Act 67 of 2008; and
•    Further Education and Training Quality Assurance Act 58 of 2001.

Once in force, the proposed regulations will ensure that adult learners registering to study at either public or private adult learning centres undergo assessment at these centres to determine the level at which they should be placed.

The regulations will apply to all adult learners registered for AET levels 1-4 as sub-levels determined by the South African Qualifications Authority (SAQA) and contributing towards a NQF level one qualification.

They will set minimum outcomes and/or standards for learner assessment and achievement throughout the learning process.

Inter alia, the proposed regulations will also ensure that, at the exit of NQF level one (AET level four), summative assessment is done through a national examination set by the department of higher education and training or an accredited examination body, and marked at provincial level.

National examinations will be moderated by Umalusi and will constitute 50% of the final pass-mark required for being awarded an adult education and training, general education and training certificate (GETC-AET).
