ICASA Releases Findings Document on Dynamic Spectrum Management

The Independent Communications Authority (ICASA) has published its findings document on the Framework for Dynamic and Opportunistic Spectrum Management.

The Findings Document, published in Notice 350 in Government Gazette 40078, presents analysis of the views expressed by the stakeholders in their written representations on the Draft Framework.

The written representations was submitted by the stakeholders based on ICASA’s publication of a Discussion Document on the matter during October 2015.

The Discussion Document proposed the adoption of the concept of Dynamic Spectrum Assignment (DSA) on a geo-location basis, and it focused on the adoption of DSA in the Broadcasting TV band.

It also proposed a regulatory framework that would enable broadband services on a secondary user assignment basis in the aforementioned band. This band is currently utilized exclusively for terrestrial broadcasting service.

The Findings Document highlighted the following in detail:

•    Analysis of submissions: Specific comments – Summary of industry views;
•    Analysis of submissions: General comments – all views which were not responding to the questions grouped under sections;
•    ICASA’s findings; and
•    Conclusions and the way forward.

Some of the findings mentioned in the Document include the majority support for introducing the TV white spaces regulatory framework, and the support for introduction of automated licensing for TV white spaces operation.

ICASA confirmed in the Findings Document that it will support further studies on the topics identified as well as additional topics proposed by the respondents.

Meanwhile, ICASA has published the Amended Radio Frequency Spectrum Regulations for comment.

The draft revision incorporates a number of issues identified that enhances the regulations and to adapt to future technological advancements.

According to Notice 351, written comments on the amendments should reach ICASA by no later than 16:00 on 5 August 2016.
